  1. Scald cabbage leaves
  2. For every lb of ground meat add 1 cup of rice, onion powder, garlic powder, salt and pepper
  3. Roll meat mixture into oval shapes and wrap in cabbage leaves
  4. Place in casserole dish and cover with 1 tin of tomatoes and tomato soup. Add water.
  5. Cook at 350°F
